Very interesting Stephen. I recall coming across this document/book many years ago, but at the time many of the things mentioned had not come to pass. You mentioned in passing "maritime law instead of the law of the land." I've heard this distinction made before, but must confess I don't really the full picture on it. Are you able to elaborate or pass on a reference?
